Yes. It's a proper collared polo, so it meets the collared-shirt rule most clubs have. The panels are bolder than a plain polo, and dress codes are set club by club, so check yours before a competition.

For most rounds, yes. Pure cotton is soft and breathes well, so it's comfortable from spring to autumn. It isn't a technical polo, so it won't wick sweat like polyester on a scorching day.
